Dog Lovin' - Little Dog Big Dog Syndrome

Our Jack Russell puppy, Lily, has started to develop "Little Dog Syndrome" or "Napoleon Complex."  She's 11 months and she definitely thinks she's the big dog in the family.  It's funny to watch her chase our German Shepard, Indigo, and they play really well together.  Lily always instigates the playtime!

Taking Lily for walks is another story.  She has started to bark at all other dogs and babies and no amount of treats or corrections calm her down.  She especially barks at the big dogs, which is funny considering how well she gets along with Indigo.  She gets herself so worked up that I have to take her home.  Needless to say, we don't get very far.

Modern Dog magazine had a great article on "Small Dog Syndrome".  Anyone else have any advice for me?
